What does an effective Community Safety Partnership look like in today's Scotland?
In 2021, we commissioned MainStreet Consulting to explore what makes a modern Community Safety Partnership (CSP) effective — and what skills are needed to deliver it.
Through literature review, surveys and focus groups with community safety professionals across Scotland, the research identified key characteristics of successful partnerships, including:
- Recognising complexity and positioning community safety strategically within local contexts
- Using collaborative and dispersed leadership, with communities as key contributors
- Building trust through relationship-based models that break down silos
- Being agile, flexible and responsive — both proactive and reactive
- Prioritising those at greatest risk of harm and understanding lived experience
The research also highlighted skills gaps and development needs, particularly around data analysis, digital engagement, facilitation and deliberative skills.
