Building expertise to locally tackle drug-related issues: a new Efus-led European project
The European Forum for Urban Security (Efus) has launched CAPABLE, a new EU-funded project designed to train local stakeholders in addressing the complex challenges of drug trafficking — particularly among young people.
Running from 2026 to 2027, the project brings together partners including the European Harm Reduction Network, the Global Initiative against Transnational Organised Crime, and Ghent University, with four cities — Cali, Genk, Lisbon and Rotterdam — participating as associate partners.
Why This Matters
Local and regional authorities across Europe are facing increasingly complex illicit drug markets. Public health, urban security and social cohesion are all affected, with young people from marginalised communities often on the front line — whether as users, victims of violence, or low-level recruits.
Frontline workers, including local police, municipal crime prevention services and youth workers, frequently encounter challenging situations but may lack the training and coordination needed to respond effectively.
An Integrated Approach
CAPABLE takes a deliberately integrated approach, balancing prevention, harm reduction and security rather than working in silos. The project will deliver shared training to all relevant stakeholders — building knowledge, skills and stronger cross-sector cooperation.
As Efus Executive Director Elizabeth Johnston noted: “Cities are ready to act but need stronger skills and tools. This project is a concrete capacity-building response.”
